(Computer-translation) "License for Foreigners for the First Time Cost: 4000.00 Colones Requirements: Current foreign license (original and photocopy), medical opinion, and current identification (original and photocopy) passport with valid entry visa, residence card, refugee card, temporary residence permit." You pay the fee at Banco Costa Rica (BCR); there is a BCR window there at Cosevi in "La Uruca" where you'll be getting your license; they add a surcharge of up to 1,000 colones. I'm told one can pay at any BCR and avoid the surcharge, but I'd recommend using the Cosevi BCR; they know the Cosevi system. If you're a senior, be sure to bring your "Gold Card"; after you pay at BCR, walk past the line at "Cosevi" and show it to the young guy sitting at the desk; he'll let you right in and assign you to be "Next" at one of the booths. (I was there last Friday; worked for Me!)
